This edition of the Ceasefire Project Country Reports looks at Burundi. Between 1989 and 2017, there were 31 ceasefires in Burundi, all related to conflict fought over the type of political system, the replacement of the central government or the change of its composition. 27 ceasefires were related to the peace process. 9 ceasefires were declared unilaterally, 18 were bilateral, and 4 multilateral. 20 of the 31 ceasefires involved external mediators, mainly Tanzania and South Africa. The high fragmentation of the non-state armed groups resulted in several phases of ceasefire negotiations and separate negotiated settlements. ; Diese Ausgabe der Ceasefire Project Country Reports beschäftigt sich mit Burundi. Zwischen 1989 und 2019 gab es 31 Waffenstillstände in Burundi, die alle mit Konflikten hinsichtlich des politischen Systems, der Abwahl der Regierung oder deren Zusammensetzung in Verbindung stehen. 27 Waffenstillstände waren auf einen Friedensprozess zurückzuführen. 9 Waffenstillstände wurden unilateral ausgerufen, 18 bilateral und vier multilateral. 20 der 31 Waffenstillstände involvierten externe Mediatoren, hauptsächlich Tansania und Südafrika. Die hohe Fragmentierung der nichtstaatlichen, bewaffneten Gruppierungen führte zu mehrstufigen Friedensverhandlungen und separat ausgehandelten Friedensvereinbarungen.

The causes and consequences of ceasefires have become a burgeoning area of research. Despite its importance, it is not clear how ceasefire success should be conceptualized, which hampers the progress of its research. This journal article by CSS Govinda Clayton, Claudia Wiehler and Laurie Nathan offers a conceptual framework based on the proposition that ceasefire success should be assessed in two criteria: the immediate objective and the underlying purpose. According to the authors, this requires an understanding of the broader political process that gives rise to a ceasefire, rather than interpreting all arrangements as homogeneous with the same scope and goal. ; Die Ursachen und Folgen von Waffenstillständen sind ein wachsendes Forschungsgebiet geworden. This article introduces the Civil Conflict CeaseFire (CF) dataset. The CF data covers all ceasefires in civil conflict between 1989 and 2020, including multilateral, bilateral and unilateral arrangements, ranging from verbal arrangements to detailed written agreements. In total, the CF data includes 2202 ceasefires across 66 countries and 109 civil conflicts. The data feature information on the actors involved in the ceasefire, and the class, purpose, coverage, and end date of the ceasefire. The CF data provide an empirical basis to assess the conditions that give rise to ceasefires, how ceasefires affect the dynamics of conflict, and the role of a ceasefire in the peace process. This article presents the rationale underlying the data collection, the coding rules and procedures, and how this data can be used for analysis.
